Promouvoir les Compétences et les Moyens de Subsistance (S4L) (angl.)

Turkana County, the second-largest county in Kenya boasts of an estimated population of 926,976 with young people below the age of 19 years, accounting for 60% of the population. Classified as the most impoverished county, 79% of its people are living in poverty with illiteracy levels rising to 82%. 

Despite the high levels of marginalization, the county is home to Kakuma refugee camp which hosts approximately 186,000 refugees from 21 nationalities. The camp established in 1992, has grown and with it the establishment of the Kalobeyei Integrated Settlement. The integrated settlement aims to promote the self-reliance of refugees and host communities by providing them with better livelihood opportunities and enhanced service delivery.

Turkana West sub-county forms the jurisdiction of the S4L Project. The sub-county accommodates the Kakuma refugee camp as well as the host community and is located at the farthest end of the Uganda, Ethiopia and Sudanese border. The sub-county’s porous borders make it susceptible to cases of insecurity. 

Mostly dependent on livestock, the county has begun seeking to grow its potential by exploring other income-generating activities and areas that can lead to developmental growth. It is against this background that the S4L Project came in to address these gaps.

Le projet

The Skills 4 Life Project aims to strengthen the income-generating capabilities of youth aged between 16 and 25 years by enhancing their access to technical skills training, financial, life and literacy skills for improved livelihoods. It targets both members of the host community and refugees living in Kakuma Refugee Camp and Kalobeyei Integrated Settlement located in Turkana County in the North-Western region of Kenya.

The project is implemented in partnership with local community-based organizations working in both the refugee and host communities. These organizations are provided with short-term technical and financial support to deliver various aspects of the project.

Objectifs du projet

In the third phase, the project aims to create the below impact for the refugee and host community:

  • Increase access to market-driven skills for 4,600 youth;
  • Increase financial and business management capabilities by supporting the start-up of 1,300 new micro-businesses;
  • Facilitate 3,000 beneficiaries to gain meaningful employment or self-employment: and
  • Document a replicable and scalable skills development model for fragile contexts

Lucy : de la couture à l'autonomie
Lucy Amanikor a grandi à Kakuma. Elle a quitté l'école très tôt et vendait des pâtisseries dans les rues de Kakuma car ses parents ne pouvaient pas lui payer les frais de scolarité. Un jour, elle a entendu parler du projet « Skills for Life ». Après avoir bénéficié d'un accompagnement et de conseils professionnels, elle a décidé de devenir couturière à la suite d’une formation de novembre 2016 à avril 2017. Elle était optimiste et engagée. « Je savais que si je donnais le meilleur de moi-même, je réussirais car la couture m’intéressait. Ce choix me procure un revenu sûr et j'ai toujours assez de travail. Je couds aussi bien des vêtements pour femmes que pour hommes, et je fais aussi des raccommodages. »

Des gâteaux et des scones pour une vie meilleure
Kamal a fui le Soudan pour le Kenya en 2016 en raison des troubles politiques. Depuis lors, cet homme de 32 ans vit dans le camp de réfugiés de Kakuma. Il a entendu parler du projet Skills for Life lors d'une campagne de sensibilisation et a choisi la pâtisserie comme métier de prédilection, car il voulait avoir une compétence commercialisable à son retour dans son pays. Au Sud-Soudan, il n'y a pas beaucoup de boulangeries ni une grande variété de produits à choisir. Le pain soudanais est le plus courant. Le projet Skills for Life a formé Kamal et 12 autres membres du groupe d'apprentissage pendant trois mois. Ils ont appris à faire cuire un large éventail de produits, notamment différents types de gâteaux, des scones pour le thé et le mandazi (pain frit) congolais.

Explorer les opportunités professionnelles dans un camp de réfugiés
À Kakuma, au Kenya, très peu de réfugiés ou de membres de la population locale ont une formation professionnelle à leur actif. En avoir une leur permettrait de gagner un salaire décent. C'est pourquoi, depuis 2013, Swisscontact organise des formations pour favoriser leur intégration sur le marché du travail local.
